		<content type="html">There will be several efforts on electricity particularly the provider of last resort language and the requirement of that provider to charge spot market prices which ar near the highest prices in the state.</content>

		<content type="html">We have been increasing teacher pay in just about every legislative session.  And in talking with the retired teachers there are changes to the plan they want us to do.</content>

		<content type="html">We have done a lot to change the Texas Youth Commission and I do not believe we will need to spend a lot of the surplus to make those improvements.  Also the programic changes we are making on addiction treatment, alchoholic treatements and mental health should allow us to make our prison system better without spending a lot more money.</content>
